Description
The BSC needs to activate a channel in the VBS assignment procedure. If no channel is available and channel preemption is enabled, the channel in use can be preempted. This measurement provides the number of attempts to preempt the channel in use. Along with the Successful VBS Assignment Preemption, the counter indicates channel preemptions in the VBS assignment procedure.
