Description
After receiving an UPLINK REQUEST ACKNOWLEDGE message from the MSC, the BSC starts a timer. The BSC stops the timers after receiving the ESTABLISHMENT INDICATION message from the MS. Then, the BSC sends an UPLINK REQUEST CONFIRMATION message to the MSC. This measurement provides the number of times that the timer expires.
