The internal inter-cell VGCS TCH handover is generally initiated because of the receive level, receive quality, frequency offset, quick PBGT, TA, load sharing, MSC intervention, rapid receive level drop, better cell, or OM intervention. The originating cell and the target cell are two different cells in one BSC. This measurement provides the number of HO REQ messages sent by the originating cell (serving cell).
