This measurement provides the number of call drops due to the failure in starting the BTS local switching. These call drops are not caused by the failure in requesting the terrestrial resources or by the failures on the BTS side. The cause values may be the following: Loopback Policy Unavailable, Speech Version Adjustment Failure, Invalid State, BTS Failure, Timer Expired, loopback conditions not met by BTS, and other unidentifiable reasons.
