Permission to use the CREATE DATABASE, CREATE DEFAULT, CREATE PROCEDURE, CREATE RULE, CREATE TABLE, CREATE VIEW, DUMP DATABASE, and DUMP TRANSACTION commands can be granted to users other than administrators. The commands are of limited use to most people. It’s better to restrict these privileges to system administrators and database owners.
