Two users on the same network can open the same System.mdw file in Microsoft Access 97 and 7.0 (SYSTEM.MDA file in 1.x and 2.0) exclusively. Microsoft Access ignores the exclusive lock on a System.mdw file in a multiuser installation.

Microsoft Access opens the system database nonexclusively on the network. Subsequent requests to open the database ignore the read-only and exclusive flags.

Because the System.mdw file is opened whenever a user logs on to the database, opening the System.mdw file exclusively would lock out all other users on the network.
