Error Message: LoadLibrary("rsabase.dl") Failed

SYMPTOMS

When you follow the steps in the Ie4.txt file to run the "Regsvr32 Rsabase.dl" command, you may receive the following error message:

   Regsvr32
   LoadLibrary("rsabase.dl") failed.
   GetlastError returns 0x0000007e

CAUSE

In the Ie4.txt file, the Rsabase.dll file is misspelled as "Rsabase.dl."

RESOLUTION

To work around this problem, follow these steps:

  1. Click Start, and then click Run.

  2. In the Open box, type the following line, and then click OK:

          Regsvr32 Rsabase.dll
    

STATUS

Microsoft has confirmed this to be a problem in Internet Explorer 4.01. We are researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
