SYMPTOMS

When you create a printer, either a local or a remote network printer, from the Add Printer wizard, you may receive the following error message:

Operation could not be completed. The RPC Server is unavailable.

-or-

Operation could not be completed. The remote procedure call failed and
   did not execute.

CAUSE

The error message is reported because the Spooler Service has not been started or has failed. The Spooler Service can be started in the Control Panel, in Services: click the Startup button and make it Automatic for automatic startup for the next restart.

MORE INFORMATION

The error message is not resolved even if you start the Remote Procedure Call (RPC) Locator and Service from the Service Control Panel. The Spooler can also be started from the Run command by typing NET START SPOOLER.
