Specifies the beginning of the valid range of time that the update to the CDF can occur. By default, if this value is not specified, the earliest time is set to the beginning of the INTERVALTIME value. The days, hours, and minutes are totaled to determine the offset value from the start of the INTERVALTIME. - First minute within the INTERVALTIME that the schedule can be updated.
