A dictation grammar defines a context in which to speak, which loosely identifies the subject of the dictation, the kind of language style that is expected, and what dictation has been done in the past.
A dictation grammar does not contain any information about the language model (the engine has that information) nor does it specify all of the words that can be spoken. It specifies only unusual words or expected groups of words.
