Data modification statements are not necessarily available to everyone. The database owner and the owners of database objects can use the GRANT and REVOKE statements to determine who can use which data modification statements.
Permissions can be granted to individual users, to groups, or to the group public to use any combination of the data modification statements. (For more information about permissions, see the Microsoft SQL Server Administrator's Companion.)
