This call lets the user to delete the diverted actions.

CabinetName	Root	Name of the Database cabinet to which user wants to connect.		N/A
UserDBId	Root	UserDatabse ID, which is returned in the NGOConnect Cabinet call		N/A
DivertAction	Root	It is an outer tag, which contains the information about the diverted action, which is to be deleted.
UserIndex	Divert Action	Index of the user on which some diversion action was defined earlier and is to be deleted now.
DataDefIndex	Divert Action	Index of the data definition on which some diversion action was defined earlier and is to be deleted now.
