Cannot check out <File>. It is binary and is already checked out.

This error has the following causes and solution:

• The file you specified is binary and is already checked out.  VSS does not allow multiple checkouts of binary files, because their changes cannot be merged.

  Wait to check out the file until after the other user has checked it back in.
