Finds the attribute by XML 1.0 qualified name and returns the attribute's text value.

Parameters
- strQName
- The XML 1.0 qualified name.
Return Values
If failed, raises a trappable error.

- pwchQName [in]
- The XML 1.0 qualified name.

- The string value of the qualified name.

- The length of the qualified name.
Return Values
- S_OK
- The value returned if the text value is returned successfully.
- E_INVALIDARG
- The value returned for an invalid index or if no matching attribute is found.
- E_FAIL
- The value returned if an internal error occurs.
