ALM-3072 Radio Link alarm

Description

This alarm is triggered when the BTS3001C detects the failure of the radio link continuously. The radio link abnormity includes two cases: for all non-main BCCH carriers, the radio link fault occurs to the odd timeslots or even timeslots 20 times continuously, or there is no uplink message. For main-BCCH carriers, there are not any traffic over them for long (24 hours).
