Set Filter/Penalty Data of Cell Handover(SET CELLHOFITPEN)

Function

A configuration command that modifies the filter and penalty data of a cell. In this command, the following parameters uniquely identify the cell:

Meaning:Index Type

Value range:BYNAME(By Name),BYIDX(By Index)

Explanation:Index Type.

CELLIDX Cell Index

Meaning:Cell Index

Value range:0~2047

Explanation: This parameter indicates the source cell index. The source cell index must be unique.

Default value:None

CELLNAME Cell Name

Meaning:Cell Name

Value range:1-32 characters

Explanation: This parameter indicates the name of the source cell. The name of each cell under one BSC must be unique.

HOCTRLSWITCH Current HO Control Algorithm

Meaning:Current HO Control Algorithm

Value range:HOALGORITHM1(HO Algorithm I),HOALGORITHM2(HO Algorithm II)

Explanation:This parameter specifies whether HO Algorithm I or HO Algorithm II is valid.

Default value:None

MRMISSCOUNT Allowed MR Number Lost

Meaning:Allowed MR Number Lost

Value range:0~31

Explanation: This parameter specifies the allowed number of consecutive MRs that are lost during interpolation.

If the number of consecutive MRs that are lost is equal to or smaller than the value of this parameter, the linear interpolation processing of the lost MRs is performed according to two consecutive MRs that are lost.

If the number of consecutive MRs that are lost is greater than the value of this parameter, all lost MRs are discarded, and calculations are made again when new MRs are received.

DATASTRFLTLEN Filter Length for TCH Level

Meaning:Filter Length for TCH Level

Value range:1~31

Explanation: This parameter specifies the number of measurement reports used for averaging the speech/data TCH signal strength.

DATAQUAFLTLEN Filter Length for TCH Qual

Meaning:Filter Length for TCH Qual

Value range:1~31

Explanation: This parameter specifies the number of measurement reports used for averaging the speech/data TCH signal strength.

This parameter helps to avoid sharp drop of signal levels caused by Raileigh Fading and to ensure correct handover decisions.

SIGSTRFLTLEN Filter Length for SDCCH Level

Meaning:Filter Length for SDCCH Level

Value range:1~31

Explanation: This parameter specifies the number of measurement reports used for averaging the signal strength on the SDCCH.

Default value:None

SIGQUAFLTLEN Filter Length for SDCCH Qual

Meaning:Filter Length for SDCCH Qual

Value range:1~31

Explanation: This parameter specifies the number of measurement reports used for averaging the channel quality on the SDCCH.

Default value:None

NCELLFLTLEN Filter Length for Ncell RX_LEV

Meaning:Filter Length for Ncell RX_LEV

Value range:1~31

Explanation: This parameter specifies the number of MRs used for averaging the signal strength in neighbor cells. This parameter helps to avoid sharp drop of signal levels caused by Raileigh Fading and to ensure correct handover decisions.

TAFLTLEN Filter Length for TA

Meaning:Filter Length for TA

Value range:1~31

Explanation: This parameter specifies the number of measurement reports used for averaging the timing advance.

The TA value in a single MR may be inaccurate. You can set this parameter to average the TA value in multiple MRs. The average TA value serves as the basis for handover decision.

Default value:None

FAILSIGSTRPUNISH Penalty Level after HO Fail

Meaning:Penalty Level after HO Fail

Value range:0~63

Explanation: This parameter specifies the penalty level imposed on the target cell.

This parameter is valid only within the duration of the cell penalty time.

The penalty level values 0 through 63 map to -110 dBm to -47 dBm.

Default value:None

SSBQPUNISH Penalty Level after BQ HO

Meaning:Penalty Level after BQ HO

Value range:0~63

Explanation: This parameter specifies the degree of penalty imposed on the original serving cell where an emergency handover associated with bad signal quality is initiated. This parameter is defined to avoid ping-pong handover and is valid only within the Penalty Time after BQ HO.

After an emergency handover is performed due to bad quality, the receive level of the serving cell is decreased by the penalty level. Thus, other cells are given higher priority and handover to the serving cell is not allowed.

The penalty level values 0 through 63 map to -110 dBm to -47 dBm.

TIMEBQPUNISH Penalty Time after BQ HO[s]

Meaning:Penalty Time after BQ HO[s]

Value range:0~255

Explanation: This parameter specifies the duration of the penalty imposed on the original cell where an emergency handover associated with bad signal quality is initiated.

During the penalty time, the receive level of the original serving cell is decreased by the penalty level. Thus, other cells are given higher priority and handover to the original serving cell is not allowed.

SSTAPUNISH Penalty Level after TA HO

Meaning:Penalty Level after TA HO

Value range:0~63

Explanation: This parameter specifies the penalty on the signal strength of the original serving cell to avoid ping-pong handovers after an emergency handover due to the timing advance. This parameter is valid only within the Penalty Time after TA HO.

Meaning:Penalty time after TCHF-TCHH Ho Fail[s]

Value range:0~255

Explanation: This parameter specifies the penalty time for AMR full rate to half rate (FR-to-HR) handovers. Before the timer expires, no AMR FR-to-HR handover is allowed if the previous FR-to-HR handover fails due to channel unavailability or channel mismatch.

The greater the value of this parameter is, the longer the penalty time after AMR TCHF-H HO Fail is. In other words, triggering AMR handover becomes more difficult.

Explanation: This parameter specifies the value of the timer used for adjacent cell penalty after handover failure due to cell congestion.

Explanation: This parameter specifies the value of the timer used for adjacent cell penalty after handover failure due to the Um interface error.

Value range:0~255

Explanation: This parameter specifies the value of the timer used for adjacent cell penalty after handover failure due to data configuration.

DTXMEASUSED DtxMeasUsed

Meaning:DtxMeasUsed

Value range:CLOSE(close),OPEN(open)

Explanation: This parameter is used as a switch to control the value determination method of measurement reports. When this parameter is set to Open, if DTX is used, the SUB values in the MR should be selected. Otherwise, the PULL values in the MR should be selected.

Meaning:Filter length for tch mean_bep

Value range:0~31

Explanation: This parameter specifies the number of enhanced measurement reports used for averaging the MEAN_BEP on the TCH.

By setting this parameter, you can use the MEAN_BEP in multiple EMRs, thus avoiding the case that the MEAN_BEP in a single EMR is inaccurate.

CBSIGNLEN Filter length for sdcch cv_bep

Meaning:Filter length for sdcch cv_bep

Value range:0~31

Explanation: This parameter specifies the number of enhanced measurement reports used for averaging the CV_BEP on the SDCCH.

By setting this parameter, you can use the CV_BEP in multiple EMRs, thus avoiding the case that the CV_BEP in a single EMR is inaccurate.

This parameter should be set to a small value because the SDCCH seizure duration is shorter than the TCH seizure duration for the MS.

Meaning:Filter length for tch cv_bep

Value range:0~31

Explanation: This parameter specifies the number of enhanced measurement reports used for averaging the CV_BEP on the TCH.

Explanation: When the Measurement Report Type is EMR, this parameter specifies the length of the filter for the SDCCH REP_QUANT.

By setting this parameter, you can use the REP_QUANT in multiple EMRs, thus avoiding the case that the REP_QUANT in a single EMR is inaccurate.

RQTRAFFLEN Filter length for tch rep_quant

Meaning:Filter length for tch rep_quant

Value range:0~31

Explanation: When the Measurement Report Type is EMR, this parameter specifies the length of the filter for the TCH REP_QUANT.

By setting this parameter, you can use the REP_QUANT in multiple EMRs, thus avoiding the case that the REP_QUANT in a single EMR is inaccurate.

Meaning:Filter length for sdcch nbr_rcvd_block

Explanation: When the Measurement Report Type is EMR, this parameter specifies the filter length for the SDCCH NBR_RCVD_BLOCK.

By setting this parameter, you can use the NBR_RCVD_BLOCK in multiple EMRs, thus avoiding the case that the NBR_RCVD_BLOCK in a single EMR is inaccurate.

Explanation: When the Measurement Report Type is EMR, this parameter specifies the filter length for the TCH NBR_RCVD_BLOCK.

By setting this parameter, you can use the NBR_RCVD_BLOCK in multiple EMRs, thus avoiding the case that the NBR_RCVD_BLOCK in a single EMR is inaccurate.

LOADHOPENTIME Penalty time on load HO[s]

Meaning:Penalty time on load HO[s]

Value range:0~255

Explanation:After a load handover is successfully performed, the BSC gives a penalty to the original serving cell, that is, subtracts the Penalty Value on Load HO from the level of the original serving cell during the Penalty Time on Load HO.

Default value:None

LOADHOPENVALUE Penalty value on load HO[Voltage level]

Meaning:Penalty value on load HO[Voltage level]

Value range:0~63

Explanation:After a load handover is successfully performed, the BSC gives a penalty to the original serving cell, that is, subtracts the Penalty Value on Load HO from the level of the original serving cell during the Penalty Time on Load HO.

INTERFEREHOPENTIME Penalty time on interfere HO[s]

Meaning:Penalty time on interfere HO[s]

Value range:0~255

Explanation:After an interference handover is successfully performed, the BSC does not permit another interference handover during the Penalty Time on Interfere HO.

NSIGSTRFLTLEN NCell filter length for SDCCH level

Meaning:NCell filter length for SDCCH level

Value range:1~31

Explanation:This parameter specifies the number of measurement reports used for averaging the signal strength of the signaling channels of neighboring cells.

Default value:None

TASIGSTRFLTLEN TA filter length for SDCCH level

Meaning:TA filter length for SDCCH level

Value range:1~31

Explanation:This parameter specifies the number of measurement reports used for averaging the TA values of the signaling channels of neighboring cells.
