Set Cell Software Parameters(SET CELLSOFT)

Function

A configuration command that modifies the software parameters of a cell. In this command, the following parameters uniquely identify the cell:

For BTS3002C, BTS3001C, BTS3001CP, BTS22C, and BTS20, the parameters Frequence Scan Result Type and Interfere Band Stat Algorithm Type are invalid (with a value of 255).

Meaning:Cell Index

Explanation: This parameter indicates the source cell index. The source cell index must be unique.

CELLNAME Cell Name

Meaning:Cell Name

Value range:1-32 characters

Explanation: This parameter indicates the name of the source cell. The name of each cell under one BSC must be unique.

AIDDELAYPROTECTTIME Aiding Delay Protect Time[min]

Meaning:Aiding Delay Protect Time[min]

Value range:1~60

Explanation: This parameter specifies the delay of TRX aiding detection performed after the cell is initialized.

The cell is unstable after initialization; therefore, if the TRX aiding detection starts immediately after cell initialization, a wrong decision might be made. In such a case, this parameter is used to specify a delay.

DIRMAGANSITEFLAG Directly Magnifier BTS Flag

Meaning:Directly Magnifier BTS Flag

Value range:NO(NO),YES(YES)

Explanation: This parameter specifies whether the repeater is configured in a cell. The function of repeater is simpler than that of BTS, and the repeater is an extended equipment that is used for the wide area or indoor application solving the problem of blind area. Not only the repeater can improve the base station coverage, but also increase the total traffic volume of network.

The setting of this parameter affects the handover. Because the distance between repeaters is long, the handover between repeaters can only be asynchronous. Otherwise, the handover may fail.

Explanation: 0 specifies optimization.

When the call drop counters are not optimized, the call drops caused by this reason are contained in the statistics of call drops.

Explanation: 0 specifies optimization.

When the call drop counters are not optimized, the call drops caused by this reason are contained in the statistics of call drops.

Explanation: 0 specifies optimization.

When the call drop counters are optimized,the call drops caused by the reasons except for the radio link failure, handover access failure, OM intervention, and radio resource unavailable are not contained in the statistics of call drops.

When the call drop counters are not optimized, the call drops caused by this reason are contained in the statistics of call drops.

Meaning:Drop Optimize Release Indication

Value range:0~1

Explanation: 0 specifies optimization.

1 specifies no optimization.

When the call drop counters are optimized, the connection failure message is sent by the BTS because the release indication message is sent or the waiting period of call reestablishment times out, the call drops caused by this reason are not contained in the statistics of call drops.

When the call drop counters are not optimized, the call drops caused by this reason are contained in the statistics of call drops.

Meaning:Drop Optimize ABIS Link Failure

Value range:0~1

Explanation: 0 specifies optimization.

When the call drop counters are not optimized, the call drops caused by this reason are contained in the statistics of call drops.

Explanation: Frequency scanning refers to the scanning of uplink receive levels of cell frequencies. The scanning result reflects the strength of frequency signals received by the cell.

This parameter specifies the scanning result type used from the start of a frequency scanning task to the reporting of a scanning result.

Main/Diversity: current, minimum, maximum, and mean values of the main and diversity levels during the scanning of main and diversity antennas

Maximum/Mean: maximum and mean values of the uplink receive level.

Explanation: This parameter specifies whether the MS can be handed over to another channel through assignment procedure in intra-cell handover. If this parameter is set to Yes, the assignment procedure can be used for all types of intra-cell handovers.

Meaning:Cell Out-of-Service Alarm Switch

Value range:NO(NO),YES(YES)

Explanation: This parameter specifies whether the BSC reports a cell out-of-service alarm after the cell is out of service.

When this parameter is set to Yes, the BSC reports a cell out-of-service alarm if the cell is out of service.

When this parameter is set to No, the BSC does not report a cell out-of-service alarm if the cell is out of service.

Meaning:Interfere Band Stat Algorithm Type

Value range:INTBANI(INTBANI),INTBANII(INTBANII)

Explanation: This parameter specifies which type of interference band statistics algorithm to use, that is, whether interference band statistics algorithm I or interference band statistics algorithm II, when the frequency scanning function is enabled.

Meaning:Paging Messages Optimize

Value range:CLOSE(Forced turn-off),OPEN(Forced turn-on),AUTO(Self-adaptive)

Explanation:The cell paging message packaging is determined by the system load. If the paging message packaging timer is enabled, the paging messages are packaged according to cells; otherwise, the paging messages are packaged according to the CPU.

PMI Interval For Sending Paging Msgs

Meaning:Interval For Sending Paging Msgs

Value range:1~8

Explanation:This parameter specifies the interval between two cell paging group packets, which is an integral multiple of 50 ms.

PMNUM Paging Nums of one Optimizing Msgs

Meaning:Paging Nums of one Optimizing Msgs

Value range:2~15

Explanation:This parameter specifies the maximum number of messages in the buffer of the cell paging group packet when the Paging Messages Optimize at Abis Interface is turned on.

MSCAPABLESTATSWITCH MS Capability Statistic Switch

Meaning:MS Capability Statistic Switch

Value range:OFF(OFF),ON(ON)

Explanation:If the MS capability statistics need to be collected, this parameter must be set to Yes. This parameter has no impact on traffic.

Meaning:SD Quick Ho

Value range:OFF(OFF),ON(ON)

Explanation:This parameter determines whether the function of VDF SDCCH quick handover test is enabled or not. If this parameter is set to Yes, the BSC initiates intra-cell SDCCH handover as soon as the MSC issues an encrypted command to the MS. Thus, the forwarding encrypted signaling can be transmitted and received on a new signaling channel. In this way, the network security is improved.

Explanation:This parameter indicates whether stop to send the system message 5, system message 5bis and system message 5ter in SACCH of the SDCCH, after the switch of encrypt A51 is closed and the BTS send the encrypt command.

Explanation:This parameter determines whether to activate the L2 reestablishment function. If the function is activated, the BSC will attempt the L2 reestablishment after it receives the ERR IND message from the BTS during the call. If the L2 reestablishment is successful, the call continues; otherwise, the BSC proceeds call drop procedures.

Explanation: A co-cell consists of several location groups and a location group consists of several RXUs. The logical TRX configuration (including TRX No. and the number of TRXs) in each location group must be the same in a co-cell. If the parameter is set to Yes(YES), the cell is a co-cell. If the parameter is set to NO(NO), the cell is an independent cell.

Meaning:PDCH Power Saving Enable

Value range:NO(NO),YES(YES)

Explanation: This parameter specifies whether the BTS enables the PDCH power saving function.

BTSSAICPCADJSWITCH Switch for BTS Supporting SAIC Power Control Adjustment

Meaning:Switch for BTS Supporting SAIC Power Control Adjustment

Value range:OFF(OFF),ON(ON)

Explanation: This parameter specifies whether to deliver the SAIC power control adjustment parameter to the BTS. For 2x and 3x BTS, This switch is OFF and could not be configured.

Meaning:TSCPlanEn

Value range:NO(NO),YES(YES)

Explanation: This parameter specifies whether the TSC values of all MA groups of the cell can be modified. If this parameter is set to NO, the modification is not allowed. In addition, the TSC values of all MA groups of the cell are changed to the corresponding BCC values of the cell.

Meaning:Frequency Hoping Coding Scheme

Value range:CA_MA(CA+MA),Frequency_List(Frequency List) ,Optimized_CA_MA(Optimized CA+MA)

Explanation: This parameter specifies through which coding scheme the ARFCN is sent to the MS in the assignment or handover.If this parameter is set to CA+MA mode, the ARFCN is indicated by the CA and MA messages carried in the assignment or handover command. If this parameter is set to Frequency List mode, the ARFCN is indicated by the Frequency List message carried in the assignment or handover command.If this parameter is set to Optimized CA+MA mode, for single-band cells, only the MA message is carried in the assignment command; for other cells, both the CA and MA messages are carried in the assignment command.

Meaning:MAX TA Drop Call Switch

Value range:OFF(OFF),ON(ON)

Explanation: This parameter determines whether to initiate the forced call drop during a call when the TA exceeds the threshold.

MAXTADROPCALLFILTER MAX TA Drop Call Filter[0.5s]

Meaning:MAX TA Drop Call Filter[0.5s]

Value range:0~31

Explanation: When "MAX TA Drop Call Switch" is set to ON(ON), this parameter specifies the number of latest measurement reports used for averaging the TAs before the call drop.

MAXTADROPCALLTHRESHOLD MAX TA Drop Call Threshold[bit]

Meaning:MAX TA Drop Call Threshold[bit]

Value range:0~255

Explanation: This parameter specifies the TA threshold after filtering when "MAX TA Drop Call Filter[0.5s]" is set to ON(ON). If the TA exceeds the threshold, a forced call drop is initiated.

PAGINGLIFETIME BTS Paging Lifetime

Meaning:BTS Paging Lifetime

Value range:0~255

Explanation: Lifetime of a paging message in the queue of the BTS. The setting of this parameter must be consistent with the setting of timer T3113 in the core network; otherwise, the efficiency of paging scheduling over the Um interface is reduced. It is recommended that this parameter be set to a value one to two seconds shorter than timer T3113.The valid parameter value is 255 or a value ranging from 8 to 80. The BTS checks the value. If the value is out of the range, the BTS considers it as default value, 255.
