In the internal inter-cell VGCS TCH handover procedure, the originating cell sends a HANDOVER COMMAND message to the MS. When the MS successfully accesses the target cell, the target cell notifies of the originating cell that the internal inter-cell VGCS TCH handover is successful. After receiving the notification, the originating cell clears the original resources. This measurement provides the number of messages that the originating cell (serving cell) receives from the target cell for notifying of the handover success.
