Description
In the internal inter-cell VGCS TCH handover, after the newly assigned TCH is activated successfully, the target cell sends a message to notify of the originating cell that the TCH is ready for handover. After receiving the message, the originating cell sends a HANDOVER COMMAND message to the MS. This measurement provides the number of HANDOVER COMMAND messages sent by the originating cell (serving cell).
