The inter-BSC VGCS TCH handover may be triggered by various reasons, such as the receive level, receive quality, timing advance (TA), load sharing, MSC intervention, directed retry, rapid Rxlevel drop, better cell, OM intervention, and other causes. The originating cell and the target cell are not under control of the same BSC. The originating BSC sends a HANDOVER REQUIRED message to the MSC to initiate a handover procedure. This measurement provides the number of handover requests sent by the originating BSC to the MSC. This counter indicates the frequency of the inter-BSC handover initiated by the originating BSC.
