When you want the background layer to function like a regular raster layer, promote it to a layer. Unlike the background layer, raster layers support transparency and can be moved anywhere within the stacking order. For more information, see Background Layer.
To promote a background layer:
Choose Layers > Promote to Layer, or right-click on the layer and from the context menu choose Promote Background Layer.
