The MSC does not assign a circuit that is not configured in the MSC, no impact is caused on the system.
The BSC does nothing but receives the "The circuit is not configured" message from the MSC.
Y => Delete redundant CIC data from the BSC, or add required CIC data into the MSC.
N => Go to 2.
Y => Modify the circuit state configuration in the BSC or in the MSC and ensure that the BSC and the MSC are consistent in the circuit state configuration.
