Description
In the immediate assignment procedure, the MS requests a channel from the BSS. In the incoming BSC handover procedure, the MSC requests the BSS to assign a channel to the MS; in the internal BSC handover procedure, the BSC requests the BSS to re-assign a channel to the MS. In the preceding procedures, this measurement provides the number of requests for an SDCCH after the BSC receives the request.

Measurement Point
(1)In the immediate assignment procedure, this counter is incremented by one when the BSC receives a CHANNEL REQUIRED message requesting for an SDCCH from the BTS. This counter is measured at A, as shown in Figure 1.
(2)In the internal SDCCH handover procedure, this counter is incremented by one when the target cell receives an Intercell Handover Request message from the originating cell. This counter is measured at A, as shown in Figure 2.
(3)When the BSC receives a HANDOVER REQUEST message from another BSC, this counter is incremented by one if the handover occurs on the SDCCH. The counter is measured at A, as shown in Figure 3.
