Channel Assignment Request Measurement per Cell

Description

BSS channel assignment occurs in the following procedures:

Immediate assignment
Assignment
Internal intra-cell handover
Internal inter-cell handover
Incoming external inter-cell handover

The Channel Assignment Request Measurement per Cell measurement unit is used to measure the SDCCH assignment requests and the TCH assignment requests in the previous procedures.
