Power control refers to changing the transmission power of the MS or the BTS. The purpose of power control is to reduce the interference, raise the spectrum usage, and prolong the lifespan of the MS battery.
The factors that influence power control are the receive level and quality of received signals in the MRs. If the quality of both the receive level and the received signals are good, you can reduce the interference by lowering the transmission power at the peer end.
Power Control Messages per Cell refers to the measurement of the transmission power and the receive level between the BTS and the MS.
